Remove the cover over the carburator to get to starter bolts. REmoved the two starter bolts and let it hang. Turn the tiller handle all the way to the forward position. The shift linkage that is located under the starter, move clip up to unsnap and then pull it out. This will release the linkage. There is a washer on the linkage. Not sure what it does. Take the 4 bolts out of the lower unit and tap down. The impeller is under the cover with the 4 bolts. take out bolts and slide rubber washer and cover off the driveshaft. The key that turns the shaft is not attatched so watch for it. install new impeller and reverse to put back together. hint on getting the shaft hooked back up. When you get the lower unit back on take a screwdriver and push back, install washer then slide into slot. Move till handle to reallign and install pin.
The impeller on a 9.8 Mercury outboard boat motor can be easily changed. Remove the retaining bolt. The impeller will come off. Reverse the process to install the new impeller.

First off, make sure it is not just stuck. This can be accomplished by adding lubricating oil to the empeller. If that doesn't do the trick, then refer to manufacturers directions to fix the problem.
