you catch it by going in whirl island/cave and navigate through that tunnels until you find him and then use the one master ball you get in the game or if you want to save it or used it already you cant train a high lvl pokemon and if you play soul silver for ds teach it false swipe which will reduce lugia to 1 hp then repeatedly use ultra balls
