Hi Om the top corner of the light is a small bracket with a screw. Undo the screw. Put some thing thin between the back edge of the light and the body panel andslowly lever it forward. The light will now come out and the bulb can be accessed
I need to change the rear driver side tail signal . I do not know how to get at the bulbs . Do I have to take the whole inside panel off?

Take it to a repair shop. the front turn signals, especially the driver side are hell to replace. the rest are reachable without need of a tool.

remove passenger side signal front light first then passenger headlight and horn should be right behind below the side passenger signal light!

It has 2 flasher relays. The Turn Signal flasher relay is located on the driver's side under the dash, driver's side of the steering column, mounted on the support bracket. The Hazard Light flasher relay is located driver's side, under dash, mounted above the fuse panel.
Should be located in a fuse panel under the hood. Google it and it will show you. Most of the time Toyota put them under the hood on the driver's side.
most likely a bulb b/c if it was the fuse your other brake and signal light wouldn't work... most vehicles the brake and signal light are all in one bulb... try replacing the light bulb

you have to remove the head-light assembly to get the turn signal bulb front and rear lights The side light has one screw on top to the outside of the headlight assembly holding the cover in place.
