The lower bolt is no problem. It's the top part that is really hard. There is just enough space between the frame to get in there. If you do not have the tool's, then your local garage would be a good thing. If you have air suspension, the plastic line runs close there. So using a torch to cut the top shaft of the shock has to be done very carefully.
had Midas do mine 273.00 you can do it yourself and save a bunch, the good shocks for a p71 shouldn't cost any more than $65.00 for the pair for the rear.
put truck shocks all around and air shocks in the rear end thats what i did my tire size is 255/30/26 i just shaved the front fenders a little bit

On my 1988 Crown Vic, The fuel filter was located on the passenger side, right in front of the rear tire, tucked up on the frame but the models of the '85 and '88 crown vic are different. but i hope this helps you.
