1. Disconnect the negative battery lead from the vehicle starting battery under the hood.
2. Look under the glove box and find a blue connector with 1 wire going into each side of it.
3. Pull/pry the blue connector apart and tape both parts up behind the dash.
4. Wait a few minutes (at least 5 minutes, 10 minutes is preferable).
5. Reconnect the negative lead to the vehicle starting battery.
6. Open and close a door several times.
As long as the dome light bulb(s) are present and good, the dome light should come on and go off with the door.

Actually , the 1994 Ford Crown Victoria is OBD I ( EEC IV ) so there will be an EEC TEST connection in the engine compartment

No, the 1983 - 1992 Crown Victorias used the AOD transmission and the 1993-1994 Crown Victorias used the AODE transmission, so they would be different. Sorry!
