ok so remember the rock tunnel, you know it leads to lavender town... well that long strip of water next to the Pokemon center leads south to the PP so just get in the water and go down there. fyi inside is voltorbs electrodes, pikas the mags and of course ZAPDOS!! ( who onlys knows agility,drill peck,t-wave and like peck or sumthin dumb). i recomend some ultra balls ad a Pokemon who can use sleep status moves
