First of all you have to get to mt silver in Pokemon gold or silver after that go inside of mt silver you will need rock climb and rock smash to get to the top and at the top you will see this guy named red then you will fight him and his first Pokemon is pikachu and it is at lvl 81 he also has a blastoise a charizard a venusaur and an espeon and they are all at in the lvl 70s hope this helps!
