Signed-in members can go to the Edit Alternates page to see the full list of alternate questions. On that page next to each alternate there's an option to split the alternate and make it its own question.
Permanent deleting an alternate is an advanced tool that only Supervisors can do on the site.

You can't delete questions - once they're submitted, they're in the system for good. Answers can be deleted if they're youranswers. Deleting someone else's answers is not allowed (unless there's a good reason to do so).

Anybody can edit most questions on WikiAnswers. Supervisors can delete questions, but we generally do not.
You can't. You'd have to contact a senior supervisor and see if they're able to. However, inappropriate questions can be trashed by any regular supervisor.
