I found out that if you have the classic maps for World at War on Black Ops , it's free. Rezurrection will not be free If you only have the WAW maps. It is actually only free to individuals who purchased the hardened and Prestige edition of Black Ops

The Map Packs for the PS3 and Xbox 360 have 3 Zombie Maps, but only 1 in each set of Map Packs. To get all three Zombie maps and all the rest of the World at War Maps available in the three Map Packs will run $24.95 by buying the complete set or you pay $10 to get a single Zombie Map and the rest of the Maps in each set of Map Packs. By the way the Zombie Maps that were in the Hardened editions of Call of Duty Black Ops have the same name but Call of Duty World at War Map Packs are as different and unusable for Call of Duty Black Ops as a PS3 game disc is for a Xbox 360 console

Because they sell video games to make money and why should they just give you some free maps. You don't unlock the maps you buy map packs just like you purchase video games. The Call of Duty World at War game sold 3 different Map Packs for the Xbox 360 and PS3 at $10 each or all 3 in a bundle for $25. The Maps were also modified for Black Ops and given as a bonus with the Rezurrection Black Ops Map Pack that sold for $15. Nintendo Wii users did not get any of the WAW maps
You have to have an online connection for the platform you want to purchase the maps from. For the PS3 you do not have to pay for any time ever for the PSN or Playstation Store. If you can use your Xbox 360 to download and purchase from the Xbox Market without being a member of Xbox Live should be easy for an Xbox user to discover. There are no Map Packs for the Nintendo Systems
