No, the cameras are only for taking still photos. The 3DS is planned to be able to record 3D video, however.

DSi cannot record video, sadly. However it can take pictures and distort them in various ways. DSi XL cannot record video either, however, people believe that the Nintendo 3DS soon to come out is able to record short clips, though we cannot be sure of that yet.
