You don't remove the fender; the battery is behind the inner fender well behind the rear driver's-side tire.
Remove the driver's side rear wheel; remove the inner fender well behind the wheel.

If it is like my 98, you need to jack up the driver side front wheel and remove the wheel. There is a plate in the fender well that needs to be removed and then you can get at the battery which sits in a tray in the front fender in front of the driver's side front tire.
To remove the driver side fender on a 1998 Ford Windstar, start by disconnecting the battery and removing the front wheel. Then, take off the inner fender liner to access the bolts securing the fender. Next, remove the bolts located along the top edge of the fender and at the front, as well as any clips or screws attached to the door. Finally, gently pull the fender away from the vehicle, being cautious of any wiring or connections.
