The 1997 Toyota Corolla fuel tank can be drained by removing the fuel tank fuel line. Most of the fuel will drain out. To completely drain the fuel tank you will need to remove the fuel tank.

Unless there is an access panel above the fuel pump, you must remove the fuel tank.
You need to drop the fuel tank. Also you need to remove the hoses that go from the fill port to the tank.
Jack up the car. Remove the fuel tank straps and lower the tank enough to disconnect the wiring and filler hose.
According a recent visit to Toyota dealership, it appears that the fuel filter is located inside the fuel pump. That is, you need to remove the fuel pump in order to change the fuel filter wich is part of the full assembly.
The fuel pump is in the gas tank. You will need to remove the body to access the tank.
you have to remove rear seat ,under the seat there's two covers , one is for the fuel pump , the other is for the fuel gauge sending unit .Remove cover on passenger side and remove fuel gauge sending unit .
Remove the rear seat bottom. There is a plate with roughly 6 screws. Remove this plate and there will be another plate on top of the fuel tank. Unplug the wire connector and remove the screws and lift out the plate with the fuel pump attached. Remove the fuel pump from the plate.
You need to remove the fuel pump and using hand held fuel pump remove all fuel. You can use the fuel pump too, but fuel comes at 50 PSI. It means you should be very careful regardless.
I checked with AUTOZONE about this and it is in the tank. Another way for Toyota to get you in their shop to charge you money.
