This is a tough one to answer without any additional background, such as why doesn't your mother want a doctor to come to her. So I'll try and answer based on my experience as an Eye Doctor Who has been specializing in home care for over 15 years.

People can be skeptical of the quality of care they can receive in an "in home" setting, and therefore would prefer the hassle of going to the doctors office. Speak with your mother and see if she is open to the idea of the doctor stopping by just to introduce him/herself and go over his care plan, and what she can expect from him/her.
