If you don't wish to purchase chemicals, try the following: make up a spray with either bicarbonate of soda, or a mixture of Chamomile, Chive, Elder, Horseradish and Casuarina leaves. Spray this regularly to prevent reinfestation. The tips below will also help prevent the fungus returning. * The air needs to be able to circulate around the rose bush. This keeps the humidity level down, reducing the likelihood of the fungus coming back. * To also allow for air circulation, prune the centre part of the rose so it's not too crowded. * Try to water at the base of the rose plant, rather than the leaves, especially if you're restricted to watering at the end of the day. This means the water won't remain on the leaves for a long time. * Completely remove infected leaves and put them in the rubbish bin, never the compost bin, or else the black spot will still spread. Don't leave the black-spot leaves lying on the ground.
As I understand it black spot is a fungis that is transported from leaf to leaf by the rain. By removing the affected leaves you will slow the process down and possible elminate it. I am not a chemical person so that is how I did it. If you are bothered every year with black spot use a fungicide regularly from the early spring right through the summer and autumn.
Black Spot is a fungus disease. Control consists of two things: 1) Remove any affected leaves immediately, and do not compost them - out with the trash. 2) A spray or dust fungicide (any garden center) should be used on the roses according to directions. You may need to repeat this in a week or ten days, but that should give you good control. You can't control rain, but when you water, water low and keep the water off the leaves - and never water late in the day.
Make a mix of dish soap and water. Spray it on the bushes--it will dislodge those spots if they are bugs. Follow up with a rinse of clear water.
If it has been particularly wet where you live, then the bush may be reacting to overwatering.
If the trouble is a fungus, then a fungal spray will prevent the problem from spreading to other leaves.
Spray regularly with a Fungicide from beginning of year.
Clean air is not good for roses because the roses get 'black spot fungus' that can easily survive and grow- due to the clean air- this black spot fungus kills the roses.

There are some beautiful black roses. (But they are actually shades of deep purple). I stand corrected and retract my answer. I guess what I was looking at were not black roses but deep purple instead. Sorry.
Black roses do not occur naturally. However, some florists have created black-tinged roses through selective breeding and dyeing processes. These roses are usually a very dark shade of red or purple rather than true black.
