When it's snowing, the water is frozen. But when spring comes, the snow melts, causing more water, but the grground can't hold any more water. So it's warm when a flood typically occurs. I bet you're wondering what happens in the summer too. In the summer, it wouldn't really occur a lot because we don't really get a lot of rain and also because the water evaporates into the air.
