I think the main reason she was a successful female monarch was that she didn't share her power with anyone. However, I feel that she was an unsuccessful leader for the exact same reason.

She refused to create any Dukes, and the only one that was alive when she became Queen was executed for conspiring to marry Mary, queen of Scots and overthrow her. She was so guarded about her power, that she could never entertain thoughts of successor. Her court was very secretive, as people tried to follow her whims.

The matter of the execution of Mary, Queen of Scots is significant. Ostensibly Elizabeth had to agree to the execution because she was a destabilizing force, and there would always be people that would use her to try and overthrow Elizabeth. However, the execution did not make the kingdom more secure, it actually brought the world's most powerful navy to her kingdom to try and overthrow her.

Had Elizabeth not been so vain, she might have conceded that she was now 53 years old and that she had no heir. She could have followed the example of her ancestor Matilda. Matilda stopped the war in the 11th century, by relinquishing her rights to the throne in exchange for the agreement that her son would become the heir to her cousin Stephen. There is no record of Elizabeth and Mary discussing a similar arrangement, where Mary could live out her life, if she renounced her claim on the throne, in exchange for her son James being named the heir. Now, if Mary refused that would be another story, but as a prisoner without power, it is unlikely that she would refuse any agreement which would spare her life.

My feeling is that this was an unsuccessful move on the part of Elizabeth. Since there was no way to know which way the battle with the Armada would end up, she was risking her entire country. Of course, historically without the victory, England may not have felt confident enough to begin building their own empire.
