There are many different versions of what happened. One was that Medusa was a priestess for Athena, but Medusa was very beautiful and tempted men and gods; specifically Poseidon who raped her in Athena's temple. . It was said Athena loved Poseidon at the time, and cursed her so she'd never be loved again. She used the Gorgon Curse with gave her the shakes as hair and the ability to turn people to stone with a glance. Another was that when she was raped, she called out for help and the curse was Athena's way of "helping" her, so she wouldn't be raped. And yet another says that Medusa made love with her lover in Athena's temple and Athena punished her for disgracing the temple or something.
