While president, Washington sent John Jay to London to negotiate a treaty. The treaty was widely denigrated by both the Democratic Republicans as well as France, which considered it bowing down to Britain and negating the treaty the United States had with France. When Adams took office and tried to smooth things over by sending an envoy to France, the French refused to talk to the Americans unless they were paid. This angered many Americans, who felt it was insulting and wanted to go to war. Adams, to his credit, did not succumb to the war hawks, but strengthened the army, and built a navy just in case. Known as the XYZ Affair, this crisis dominated Adam's term.
