Most of the same ways as in WW2: They were originally most widely used as Balloon Busters to destroy enemy spotter hot-air balloons, which led to dogfights between them, and developed fighter planes. There were also bombers, though that role was not as big as in WW2. And some military ships carried pontoon planes on lift cranes for both observation and later, torpedo duty. The treaty ending WW 1 specified that all the German Fokker D-7 fighter planes had to be surrendered, a very unusual requirement.
