For the US, Chimpanzees were chosen because they are anatomically and psychologically similar to humans. They used them to test how humans might perform in stressful situations in space. For the USSR, a dog was chosen because they simply wanted to know if a living creature could survive in space. This is why the Russians made it into space before the US.
