Sparta's government was different than other Greek governments. They had two kings ruled the city, but a 28-member council of elders limited the powers of the kings. These men were recruited from the aristocratic Spartiates.
The most famous city states in ancient Greece were Athens and Sparta. Dont think of Greece as a single country, they never were, more like every city having its own rules laws and independance from all others occasionally some would be able to influence others with military alliances and such but all were very independent.
Well first the Athens government is a direct government. Sparta isn't. Athens ruled Ancient Greece for many years and were the most powerful group. Then during the Peloponnesian war, which was Sparta v.s the powerful Athens (in the 400's B.C) at the end, we ended with a new powerful group called Sparta. The Spartanians were so releaved and excited and Athenians so depressed. That is a big difference in Greek City-States government. Some similarities is that they both had citizens that had to be males, but a big difference between that is to be a citizen in Athenia, you had to be a male, but you had to have family in that city-state for 3 generations. In Sparta and other city-states you had to be also a male, but had to be born in that city-state which made a lot of Citizens. Thanks! AncientGreekGirl :)
Sparta was different from Athens because Athens was more artlike and Sparta was tought to be tough ruthless people they were tought to steal kill and make slaves but on the other hand Athens did not go crazy with power like Sparta did they maintained society and they made laws to enforce what you should live like back then
Sparta civilization was all about power and battle; every boy was trained to grow up and be a military weapon. On the other hand, Athens was all about advancements in technologies and not so much battle. Athens' military was mostly filled with potters, bakers, speakers, and so on. It was very much different than Sparta

If I understand the question correctly, it was The Peloponnesian War from 431 to 404 BC that Athens and Sparta fought each other. Sparta was the victor.
Because Spartan women had more rights than other Greek women.
