It was built the same as any other masonry tower of the era. It was after it was built (years) that the foundation under one side of it began to subside, causing the famous "lean".
The Leaning Tower of Pisa took 199 years to build. Made almost entirely of white marble, the tower began to tilt during construction.

In brief, the tower is built of stone. The foundation was three meters deep in rather unstable soil, so when the tower was only two stories tall it began to lean. Construction was halted for a very long time, and then resumed in a series of steps that took the lean into account, so the upper stories lean less then the lower. The result is that the tower is not straight, and so cannot be set to have no lean.
