Based on the failed Peninsula campaign, President Lincoln sought new leadership in the Eastern Theater. He selected Major General John Pope to head the newly created Army of Virginia. To do this, forces from other sources were required. The merger of General Fremont's Mountain Department, General Bank's Department of the Shenandoah, and General McDowell's Department of the Rappahannock. To round out the new army, forces from General Sturgis's Military District of Washington. These sectors combined to form Pope's new army. President Lincoln had great hopes for this combination and he trusted General Pope much more than General McClellan.

The creation and organization of a new army out of remnants or other armies is always problematic. When the Army of Virginia was first put together, Union General John Pope was given three main corps that had never operated together. And there were issues of morale. All three corps had been harassed and beaten by Stonewall Jackson earlier in the year. Added to this were the corps received from the dissembled Army of the Potomac.
General John Pope was victorious in the Union victory at the Battle of Island Number Ten. So much so that President Lincoln brought him to Virginia to head the new Army of Virginia.
General in Chief Henry Wager Halleck had promoted John Pope to major general and based on his successful exploits in the Western Theater, he was given command of a new Union armt, namely the Army of Virginia. Halleck had formed the new army by combining forces from the departments of the Mountain, Shenandoah, Rappahannock and from troops in the Military district of Washington. This new army located in northern Virginia and McClellan's Army of the Potomac, caused General Lee and Jefferson Davis great concern. These forces could combine into one huge Union army or attack Richmond from the north and from the peninsula, as McClellan's troops were still stationed at Harrison's Landing

Although General Lee was unable to lure Union Major General John Pope into a premature battle with the Army of Northern Virginia in the Summer of 1862, Lee created a serious problem for the new Union general who had been called from the Western Theater to lead the Army of Virginia. General Lee directed the reliable Stonewall Jackson to a long march to raid the Army of Virginia's supply depot at Manassas Junction. Stonewall Jackson was successful in his raid on the Union depot. To add another misery to the Pope's situation, Jackson was also able to cut Pope's telegraphic communications to Washington DC.
The secession of 7 slave states (confederacy) resulted in the start of American Civil war in 1861. Virginia also joined the Confederacy but the Union government in Western Virginia separated from Virginia and a new state, West Virginia was considered which joined Union.
