Water comes out of bores because of the difference in pressure involved. Any body of water will automatically move to a point where the pressure on the surface of the water is the same as the local air pressure (this is called the water table).

You get water to flow from a bore by digging it at a point that is below that natural point. This means that the water that is underground will rush upwards so that the pressure is equalised.
