Water comes out of bores because of the difference in pressure involved. Any body of water will automatically move to a point where the pressure on the surface of the water is the same as the local air pressure (this is called the water table).
You get water to flow from a bore by digging it at a point that is below that natural point. This means that the water that is underground will rush upwards so that the pressure is equalised.

The water in Alice Springs comes from the Great Artesian Basin, part of which lies underneath the town. The towns water supply itself comes from the Jay Creek Bore, south west of Alice Springs. The water itself is quite rich with minerals, and is very nice drinking.
