Answer 1) A Cosmic Master is an advanced intelligence which has been 'born' through the Logos of a planet. This type of birth is far above the 'normal' terrestrial introduction which most people on Earth have to undergo through successive incarnations.Answer 2) Anything out of Earth, just extraterrestrial matter.
