A dog doesn't understand languages per say. A dog interprets the sounds we humans make as bad good or a command depending on the tone. When training a dog, it learns by associating a certain sound with an action. It does not intuitively know that "sit" means put "you're butt down". But they do learn the sounds associated with what you as the owners wants them to do. This is why it is such a slow process.
