Well i just did a project on "what will clean a penny better warm water, vegetable oil, or No caffeine soda" and warm water won! I'm not sure why it won but i think it won because water is natural and the others need ingredients to be made. -hope i helped a lil at least =]

Vinegar is a weak acid. If I remember my chemistry lessons of 40+ years ago correctly the action of an acid on a dirty penny should produce some sort of salty substance and water and the penny will then appear clean.
