Master sculptor Gutzon Borglum wanted the massive carving to represent the meaning of American. The four presidents were carefully chosen to be part of Mt Rushmore. George Washington represents the birth of the country, Thomas Jefferson the expansion of the nation, Abe Lincoln the preservation of the Union and Theodore Roosevelt represents the development of the country.

President Washington was chosen because he was the founding father and first president of the US. Abraham Lincoln was another hands-down winner to be up there, as he had preserved the Republic. As to the other two, President Coolidge who was in office at the time of this project, insisted they should be one Democrat, one Republican. Jefferson and Roosevelt were then chosen for their role in expanding the territory of the US.

And why four and not six or ten or all of them? The whole undertaking had been set up to attract tourists.That meant that the sculptures had to be of a size to shock and awe, even when seen from a far-away safe and easily accessible viewing point. The chosen location would have allowed room for 5 sculptures of a sufficiently impressive size, but it turned out that the rock on Washington's left side (as seen from the viewing point) did not have the quality to make another sculpture possible.
