According to the institute of Heraldry (from the U.S. Army) the RVN Gallantry Cross medals were awarded by the Vietnam Government to military members who were considered to produce gallant acts of valor or "displayed heroic Conduct." The medals were cited individually at different levels including: regiment, brigade, division, armed forces, or corps. The metal was established by decree 74b-Qt on August 15, 1950. In addition, the metal was established by decree number 96/DQT/HC on May 2, 1952. The U.S. Military were individually cited for the RVN award, but the Vietnamese government issued the award to all individuals that were involved with military assistance command (MACV) February 8, 1965 and March 28, 1973. Moreover, the U.S. Army Vietnam units for the time frame of July 20, 1965 through March 28, 1973. This allows any military personnel who served to wear the RVN gallantry cross. secnavinst1650.1g n09b13 dtd 7 jan 02 authorized both UNIT awards. but nothing about both MEDALS. only the american war library's form 201a stated that both MEDALS are authorized. but can you trust them? i don't know.

But we'll try this one; the Viet War went from a guerrilla war in RVN to a full scaled (minus nukes/invasion) conventional war against North Vietnam with the continued guerrilla & conventional war in RVN. Said another way: Instead of just one guerrilla war in one country (RVN) now there were two wars (guerrilla & conventional) involving two countries N & S Vietnam. RVN=Republic of South Vietnam.
