The medals were cited individually at different levels including: regiment, brigade, division, armed forces, or corps. The metal was established by decree 74b-Qt on August 15, 1950. In addition, the metal was established by decree number 96/DQT/HC on May 2, 1952. The U.S. Military were individually cited for the RVN award, but the Vietnamese government issued the award to all individuals that were involved with military assistance command (MACV) February 8, 1965 and March 28, 1973.
