In the US the rationing programed used rationing books and rationing stamps. When someone purchased something that had to be purchased with a rationing book the store clerk would either stamp a square or put another official thing on the book.
Some foods were harder to get because the US needed to send those food items to Britain so the Brits would not starve and some of the foods were used to feed the armed forces and POWs.
Some of the families got around the shortages by growing their own food, going to the farmers to buy food items and they made their own breads.
