It depends on where they were. They were mostly used for transportation by pulling carriages. People also used them for sending letters. The postmen would ride a horse with the letters and then when the horse got tired, they would switch horses. Horses were not used as much for pleasure riding as they are today, since we have more technology that enables us to not need them.
