Taxes were set by individual colonies. There wasn't officially a national income tax until 1913 with the Sixteenth Amendment to the Constitution. However in order to fund the Civil War there was a 3% flat tax on income above $800(about 20,000 adjusted for inflation) called the Revenue Act of 1861.
