Once the drought has lasted long enough to reduce the resevoirs and the water aquifers (the water level in the ground), then it begins to affect the availablity of drinking water. Once this happens, there is a water shortage, affecting water availability in homes, businesses, and in agriculture. This water shortage continues as long as the drought lasts.
