Basically it would allow the US Attorney General to shut down any website that posts any portion of copyrighted material without approval. So essentially the web as we know it would cease to exist. Websites would essentially have to screen every single post before allowing it. Free sites would collapse.
By what i've heard and read no it cannot be for censoring the internet would have to censor speech. breaking the first amendment if i am wrong somebody let me know
It was Black on Wed january 18th 2012 to express opposition to the SOPA bill running through the US house. This bill if passed would give the government the right to censor the internet.
It won't - at least not for the foreseeable future. The legislation to enact the bill has been withdrawn, and has never been submitted.

SOPA, PIPA, and HOE are bills that the government wanted to pass in 2012. These bills were in regards to privacy and downloads on the Internet. As of 2013, the bills have not yet been passed.
They oppose the bills you mention as unfair and detrimental to the freedom of the Internet.
