This in not true because you pay for it no matter how you travel, purchase anything that has had any kind of transportation to get to you or use any kind of power (i.e. electricity). The cost is included in the price of these things and those prices go up when gas prices go up.
If the reason for the price of gas increasing is shortage of supply, then making new cars with smaller engines might be a good idea
