Children should not be saying "bad words" in public or otherwise. The fact that the question narrows it down to only in public seems as if it is allowed at home or in private. Children learn from the people they are around and if they hear the "bad" language at home they will repeat it. I suggest that the person who wrote the question take a good look at the language they use and model the proper behavior for the child/ children. If they are not your child and you are a caretaker, teacher, or grandparent correct the child when they say things that are not proper and tell them that they are not to use those words. Tell them they are not nice words and that it makes them seem not very nice. Tell them what words they need to use and correct each time they do this. They will get the idea that there are good words and bad words that people don't use.
