I think it all depends on what little small town in what little state you live in. Whatever you do don't get involved with any of those modeling scams that ask you for money. They travel the states and put on "casting calls" in hotels for a few days and in the end ask you for money. Those are not legit.

A good start would be to start developing some sort of model portfolio of your self. Of course this course of action more than likely will cost you out of pocket but could be well worth the expense. Start by doing some research on photographers that are close to your area and work from there. A photographer doesn't have to be nationally known to take stunning pictures.

It's just a start to your question but you do need to start somewhere. Once you have built up a decent portfolio you may then start to think about going to some agency casting calls. There are tons of modeling agencies across the country so don't get discouraged by the turn downs at castings. The are very likely to happen but just keep at it.
