The flag did not flap. Ever heard of inertia? If you planted the flag on the moon, there would be residual energy same as on Earth, the difference being that as The Moon has no atmosphere it would take a lot longer for any residual energy to dissipate. So the force used to plant the Flag , would wobble up the Pole giving the appearance of wind , when in fact its just kinetic energy being released.
