There is no time limit on how long a drought can last.
You would not become so desperate when a drought occurred. It would be easier to farm if water was not such a necessity.
GM crops having disease resistant genes hence they are resistant to disease and pests so they not need more use of pesticide.
Some main crops would be lettuce or carrots. Produce is the main heart of product activity. 2/4 of the produce grown in America is grown in California.

I don't think this would answer the full question that you asked, but Mesopotamians did use irrigation to protect their crops from flood and drought. Flood would probably wipe out their crops and drought would dry their crops. A thing I'm not sure of is how they would protect their crops from locusts. A long term drought would mean no water for plants (producers), so they would eventually start to die out. The consumers that eat the plants (herbivores or omnivores), would die if they had no other food source.
They would have a problem of water. The crops would have demolished and The animals and humans would die.
Crops and ultimately people die in drought. Third world countries do not have adequate means to deal with drought.
