i have the same issue with my 96 acheiva water seems to periodically show up in driver side floor at first it seems like only does it when it rain but actually the acheiva has a catch pan around the heater core that after you shut car off. water slowly leaks from heater core into catch pan to driver side floor. next time water show up check coolant level to see if it drop any. acheiva can run very low on water before light comes on and it not effect the heat.

Air con doesnt take fluid, it takes gas!! you cannot top up air con by yourself without the proper equiptment. The only fluid added to the gas is an oil for lubrication, and its only a small amount. If it doesnt work i suggest you take to garage to be checked.

Have you checked the fuse and relay? - They are in the engine compartment above the passenger strut.
