It is called a snare drum because it has wires going across the center of the drum, underneath, when the drum is struck, it uses the metal wires to create a "sizzle" or "rattle" sound. This gives it the distinct sound that a snare drum has. And some people will just call a snare drum a snare for short.
The ropes are very tightly on the drum so that a system of metal rings bring the skin over the drum shell. Also the drum is hollow so that there would be sound when you hit it and vibrates with the air inside the drum.

Again, the different elements of the drum are what make the certain tones of the drum. For a snare drum, on the bottom head there are loose wires that pop back up after the air pressure in the cavity of the drum returns to normal which give it that "tap" sound when you play it. It all depends on how a drum is made, and what it is made of. For example, a small steel drum is going to be loud and high pitched, while a large drum made of a soft wood such as birch is going to be low pitched and will give off less volume.
