Ephesians 4:11

I am not aware of any specific 4 mentioned in any of these verses . Acts 21:8 specifically mentions Philip as an evangelist and mentions him as one of the seven. You may be thinking of his four daughters, who were virgins that did prophesy (Acts 21:9)
