Because you use your legs and arm muscles a lot. Your leg muscles are needed to squeeze the horses sides to indicate which gait you would like and your arm muscles for controlling the horse. You don't have to be super fit but you do have to be in good shape. Experience: Been horseback riding for all my life and own a horse.
