First of all, do not blame the victim. There should be zero tolerance for bullying behavior. Both sets of parents should be notified about their child. Avoid further victimizing of the child, which means that mediation and proof of bullying should not have to be provided to parents of the bully with the victim present. Both kids could use counseling, preferably on a private level, to learn about the issue. In the past, parents of a bully were confronted and the bully punished, but these days it is seen as a behavior that requires counseling and remediation.

Older students are more apprehensive telling an adult at school or a parent that they are being bullied; they are more likely to tell a peer. However, many students who are bullied keep it bottled within and do not tell anyone. The following are things you can look for that may indicate that a student is being bullied at school or through cyberbullying: cuts and bruises, visible fear, damaged personal property, graffiti on student lockers or desks, frequent absences from school, increased physical illnesses, signs of stress, failing grades, low appetite, loss of interest in regular activities, tired appearance, eating alone in the cafeteria, and lack of friends. It may be difficult for students to report bullying for various reasons; they may fear repercussions from the bully, they do not want to be perceived as a tattletale, or they think that telling will make things worse for the one being bullied. If however, you witness someone being bullied or you think someone may be the target of bullying, you should follow the Olweus Bullying Prevention Program Anti-Bullying rule # 4: “If we know that somebody is being bullied, we will tell an adult at school and an adult at home.” If the bullying is not reported, then the bullying doesn’t stop.
telling your parents that you are being bullied, that doesn't make you a wus. Tell them! telling them would probably make the matter better, and if you don't tell them. then tell a guidence counsular at school or a teacher anybody will help.

== Because they are afraid that if they hang around with the person that is getting bullied, they will be bullied too. That happened to my friends which is why I can't hang around them anymore. If those who are bullied had friends who were loyal to them by standing up for them, and by still being willing to "hang" around them, then maybe the bullies would be the ones with no friends, instead of the innocent victims being bullied, and then being abandoned by their friends. If you aren't willing to be loyal to your "friend" then you aren't a friend to begin with. You have to BE a friend to HAVE friends. Bullies are easily intimidated by a group, no matter how weak they may seem individually. Sticking together beats the bullies every time.
