The answer looks long and confusing but the thing is, it really isn't Here is a simple experiment that shows that the atmosphere today contains around 'one fifth oxygen.'
1) When it's heated, copper reacts with oxygen in the air to make copper oxide - so the reaction uses up oxygen.
2) if you heat an excess of copper in a tube and pass air over it using two syringes, you can use the markers on the syringes to tell how much oxygen has been used up.
3) So, if you start with 100cm of air, you'll end up with around 80cm when the reaction's finished and the air has cooled. If 20cm of air has gone then around 20% of the air must be oxygen.
Get it? Try reading again and you might understand :D

The difference - is in the proportion of the gasses present. The air we breathe in contains about 20% Oxygen. What we breathe out has about 16% oxygen and high levels of carbon dioxide.
Because what you breath in is air (which is 80% nitrogen) not oxygen and what you breath out is air with a slightly changed proportion of gases as compared that which you breathed in.
