Carthage tried hard to avoid it. Rome arranged for its Africal allies to attack Carthage, so that the Carthaginians had to defend themselves, and so were accused by Rome of breaking the peace. It was a lose-lose situation which allowed Rome to finally capture Carthage, level the city, sell the population into slavery, and establish a Roman military colony on the site.
