Law is needed in order to maintain a society, a state, and the country in its entirety. Without law there would be not regulation to peoples behaviour. Therefore to say that the primary purpose of the law is the maintenance of order is to say without it there would be no rules on how we should behave, everyone would do as they pleased and there would be no order in society.

Maintenance can only be used in the present tense. The verb is "to maintain" so the past tense is "maintained". You could also say "maintenance was carried out" which would put it in the past tense, as "carried" becomes the verb.
Tools and equipment are considered to be in good condition when they function properly, show no signs of wear or damage, and are maintained according to manufacturer guidelines. Conversely, they are deemed to be in poor condition if they are malfunctioning, exhibit significant wear or damage, or have not been regularly serviced. Regular inspections and maintenance checks can help determine their operational status.

Inmates in many prison systems may be required to participate in labor programs, such as laundry, cooking, or maintenance work, as part of their rehabilitation or to contribute to the operation of the facility. However, the extent and type of labor required can vary by jurisdiction and prison policies. Forced labor, however, is prohibited by law in many countries.
