If oxygen had never existed that universe would be unrecognizably different from the universe we know, because the creation of oxygen in stars is a consequence of the fundamental laws of physics. For oxygen never to have existed, the laws of physics would have to be very, very different from what they are. Taking a narrower view, the world would be a totally different place since practically all now existing animal species - including humans - rely on oxygen for survival.
