You need to get a flight physical, attend ground school, pass a ground-school test, attend flight school, then pass the FAA oral and practical exams. Flight instructors from the school close to my office (I work on the perimeter of a small airport) tell me it's about $10,000 LESS expensive to learn to fly an airplane before you start learning to fly the helicopter than it is to learn to fly a helicopter first. Bring $30,000 and don't expect much change. Everyone pays a different rate even at the same flight school because everyone learns at a different rate. It's less expensive if you start by learning to fly a plane. Planes are easier to fly than helicopters; when you learn to fly you must also learn laws, weather, the radio, navigation...it's quicker to learn all that stuff and THEN learn how to fly a helicopter.

It depends what you mean by the term 'ultralight' ! If you mean a scale model of a helicopter that you fly by remote control - no. If you mean a full-size helicopter you actually sit in to fly - yes.
