You can catch Latios in Pokémon HeartGold by having access to the Enigma Stone which was once available as a Wi-Fi distribution but is no longer available. You would have to take the Enigma Stone to the Museum in Pewter City and Steven Stone, the Hoenn Champion from Pokémon Ruby and Sapphire will be there and he'll take it from there and will later reveal that the Enigma Stone is actually an item that is called the Soul Dew.
